Horn Vision partners with the Puntland Good Governance and Anti-Corruption Bureu on the capacity building and awareness raising programs aimed at instill the civil servants and political leaders on the international best practices of Good Governance which are line with cultural and theological tenets in managing public coffers and resources in manner that is fair, transparent, efficient, trustworthy. In this endeavor we have been supporting the Puntland Government in the delivery of training programs that had an impactful imprint in the delivery of government programs both at state and local level in major urban municipalities in Puntland namely Garowe, Galkaio, Gardo, Bossaso, Burtinle, Carmo and Galdogob for the past two years. Moreover, HV carries out awareness raising and civic education programs aimed at helping the Puntland in engaging the local citizens by getting the message across in social gathering and through local media on the importance of fighting all forms of graft which is a scourge that ails the progress and prosperity of the state. We closely work with local eminent personalities such as local chiefs, religious clerics and civil society members to relay the awareness messages to audiences that are familiar with them. We are currently planning to together with the relevant government authorities and local communities to expand our outreach program to more settlements within Puntland State.
Horn Vision has been active in working with the Government of Puntland, Development Partners and Civil Society for the past three years in participating the nascent democratization efforts in the state by providing training to the electoral personnel under the purview of the Transitional Puntland Electoral Commission (TPEC). It is noteworthy that HV participated and contributed to the whole processes of universal suffrage elections from voter registration, voters’ civil education to the training of electoral personnel, awareness raising in the preliminary (pilot) elections that were conducted in three districts in Puntland name Gardo, Eyl and Uffayn which were the first attempt in more 50 years but bore much fruit considering the fact that it was the first of its kind since the state’s inception. HV is a member of the Puntland Democratization Working Group which is made up of State Institutions, Development Partners, Civil Society and Local Communities.
As there is greater nexus between Democratization and Decentralization, HV is partners with the Government of Puntland and UN partners in the decentralization and local governance efforts in the state. HV have been supporting decentralization efforts by provision of training and conducting outreach forums and social accountability gatherings which converges the relevant decentralization stakeholder to deliberate pressing matters of importance in relation to the implementation of the Puntland Decentralization Roadmap which is led by the Champion’s Office for Decentralization under the auspices of the Office of Puntland Vice President which provides stewardship and oversight of the decentralizations progress in Puntland. We currently partner with the Champion’s Office for Decentralization on matters pertaining to the awareness raising, training, fund raising and monitoring the progress of the roadmap implementation. Our current efforts are primarily focused on the 9 districts supported with funding from the Joint Program for Local Governance and Decentralization (JPLG), a multi-donor program implemented by the Government with 5 UN Agencies namely UNDP, UNICEF, UNCDF, UN-ILO and UNHABITAT.
